Final Meeting

Brussels, November 4, 2014

 

 

The final meeting of the project MC.03/10-LOT 1 Final and Dissemination Meeting, was held in Brussels on 4-5/11/2015, at EC DEVCO premises, with the objective to:

·     evaluate the work performed(training and tutoring of staff of NRA and TSO), in terms of its main outcomes and their sustainability,

·     disseminate its outcomes and identify possible improvements to be applied to future cooperation,

·     clarify administrative and financial aspects.

The EC Project Manager expressed high satisfaction for the T&T activity performed in the frame of LOT1 phase 1 and recognized the efforts, the methods and the very good results achieved by LOT 1 team.

TRAINING COURSE

“Safety and Regulation of NPP - a new set of YVL guides for design and construction of a new build in Finland”

Helsinki - September 01-04, 2014

 

Five  trainees from the Nuclear Regulatory Authorities of three Partner Countries (Vietnam, Belarus and Armenia) have attended  the "existing" Training Course on “Safety and Regulation of NPP - a new set of YVL guides for design and construction of a new build in Finland”  carried out on September 01 -04, 2014 in Helsinki by STUK.

TRAINING COURSE

On “Public Communication”

Rome,  June 23 – 27,  2014

 

A dedicated Training Course on “Public Communication” was organized by ITER with the cooperation of Italian Regulatory Authority (ISPRA) and the Radiation and Nuclear Safety Authority of Finland (STUK) during the week June 23 - 27, 2014 in Rome.

The training program was prepared including the main issues on the training topic with examples from Italy, Finland and Slovenia and dedicated practical applications. The training preparation involved 11 experts for the total of 19 lectures and 2 practical applications each of half a day. Considering that the trainees are coming from NRA organizations the training was continuously focussed on the role and responsibility of the regulatory authority with respect to the Public Communication.

The Trainees - 9 experts from Nuclear Regulatory Authorities of 7 Partner Countries: Armenia, Belarus, Ukraine, Vietnam, Indonesia, Egypt and Philippines participated actively in the discussions during and after the lectures and enjoyed the team work during the two practical applications.

The training was concluded with a questionnaire completed by the trainees, which results are at a very good level also due to the fact that the Public Communication topic creates great interest to the NRA dedicated staff. Certificates were given to the trainees.

The trainees opinions were collected as usually. They will be reflected in the training performance approach.

TUTORING COURSE

On “Regulatory Inspections (oversight) for NPP’’

Sofia,  June 9 – August 1,  2014

 

A Tutoring Course on “Regulatory Inspections (oversight) for NPP’’ was organized back to back to the Training on the same topic at the Bulgarian Nuclear Regulatory Agency.

The Tutoring has the duration of two months from June 9th  – August 1st , 2014 and it is attended by two tutees respectively from  the Nuclear Regulatory Authority of Belarus - Gosatomnadzor and the Nuclear Regulatory Authority of Ukraine – SNRIU.  Both trainees took part in Training on  “Regulatory Inspections (oversight) for NPP’’ organised beforehand. This approach gives the possibility the knowledge obtained during the training to be exercised and applied during the Tutoring.

TRAINING COURSE

On “Regulatory Inspections (oversight) for NPP’’

Sofia,  June 2 – 7,  2014

 

A dedicated Training Course on “Regulatory Inspections (oversight) for NPP” hosted by the Bulgarian Nuclear Regulatory Agency (BNRA) in cooperation with ITER-Consult and STUK - Radiation and Nuclear Safety Authority, Finland was organised from June 2nd to June 7th, 2014 in Sofia.

The training program was tailored for the different trainees background and experience taking into account also the specific country situations. Its implementation involved 12 different lecturers mainly from BNRA, STUK and ITER for a total of 26 lectures and 1 technical visit to Kozloduy Nuclear Power Plant (KNPP). The duration of the training course was extended with 1 working day due to this visit and thus finished on 7th June, 2014. The visit to KNPP was included in the training program and performed with the main purpose to give the opportunity to the trainees to get acquainted  with the Nuclear Power Plant and the BNRA on-site inspectors role, responsibilities and everyday tasks.

The trainees were 14 staff coming from Nuclear Regulatory Authority organizations of 11 Partner Countries: Armenia, Belarus, Brazil, Egypt, Iraq, Jordan, Malaysia, Ukraine, Vietnam, Indonesia and Nigeria.

The Training was concluded with a questionnaire filled in by the trainees, which evaluation results showed a very good level of acquisition of knowledge and all of the trainees have obtained the certificates.

Trainees’ opinions were collected by the end of the training with the only objective to contribute to the continuous improvement of the trainings performed in the frame of INSC T&T Lot 1 project.

TUTORING COURSE

“Safety and oversight of  Research Reactors”

September – November  2013

Three  trainees respectively from the Nuclear Regulatory Authorities of Indonesia, Iraq and Philippines are attending the ongoing Tutoring course on “Safety and oversight of  Research Reactors’’ hosted by JS and SNSA for two months September 09 – November 01, 2013. The trainees, as preparatory step, attended the one week Training Course on the same topic organized in Ljubljana in the first half of September 2013.

TRAINING COURSE

“Safety evaluation of SAR and oversight for RR”

Ljubljana, September 02-06, 2013

 

The dedicated Training Course on “Safety evaluation of SAR and oversight for RR’’ scheduled on September 02-06, 2013 has been hosted by JSI in Ljubljana – Slovenia and organized in cooperation with ITER, ISPRA and SNSA.

The specific lectures, according to the program, were mainly given by experts from JSI, SNSA, ISPRA and ITER involving 9 different lecturers for a total of 21 lectures / presentations and 2 practical applications.

The team of attending trainees (14 people from Nuclear Regulatory Authority of 10 partner countries: Armenia, Belarus, Egypt, Iraq, Jordan, Malaysia, Ukraine, Vietnam, Indonesia, Morocco, Philippines) has shown to be motivated in following the lectures and the exercises paying attention and asking questions.

A walk-down to the JSI TRIGA Mark II reactor visiting the layout, the characteristics of the RR, the experimental facilities/capabilities. Two practical applications have been carried out on the research reactor at JSI.

Two trainees from Nuclear Regulatory Authority of Belarus and Malaysia are attending the Tutoring Course on “Regulatory licensing and oversight of  RW and decommissioning activities of NPP or other NF” hosted by ISPRA in cooperation with ITER. This is the second Tutoring Course on this subject, previous one was carried out in September – October 2012.

Two  trainees from the Nuclear Regulatory Authority of Belarus and Malaysia will attend the Tutoring course on “Objective, requirements, methodology and regulatory use of PSA’’ hosted by JSI for two months May 27 – July 19, 2013. The trainees, as preparatory step, will attend the one week Training Course organized in Ljubljana in the second half of May 2013.

Ljubljana, May 20-24, 2013

 

The dedicated Training Course on“Requirements and safety evaluation of PSA for NPP’’ is scheduled on May 20-24, 2013 hosted by JSI in Ljubljana – Slovenia in cooperation with ITER and SNSA. During the course 8 lecturers have presented 24 lectures and 2 pratical application for 12 partecipants from 10 partener countries. The minutes of the course summarize all the activities during the course that finished with the submission to all the trainees detailed technical questionnaire.

REGIONAL TRAINING COURSE

 ‘’Legal and regulatory framework, regulatory  role and functions,

licensing process and basic safety concepts for NPP’’

Hammamet (Tunisia), April 08-12, 2013

 

The  dedicated regional Training Course on “Legal and regulatory framework, regulatory  role and functions, licensing process and basic safety concepts for NPP’’ is scheduled for the week n.15 (2013) in Tunisia for staff from Arab Nuclear Regulators.

The  one week Regional Training Course on “Legal and regulatory framework, regulatory  role and functions, licensing process and basic safety concepts for NPP’’ has been implemented  in Hammamet (Tunisia) on April 8-12, 2013.

It has been organized for staff of Arab Nuclear Regulators, TSO and other institution in cooperation with the regional network ANNuR,

The trainees, 26 people, coming from 9 Arab countries (Iraq, Tunisia, Mauritania, Libya, Morocco, Yemen, Egypt, Sudan and Jordan) have attended the course. The minutes of the course summarize the activity and the topics presented and discussed. At the end of the training a detailed technical questionnaire has been submitted to the trainees to verify the degree of profit achieved during the course.

TRAINING COURSE

“Radiation Protection and regulatory emergency preparedness’’

Mol, March 04-08, 2013

 

The  dedicated regional Training Course on “Legal and regulatory framework, regulatory  role and functions, licensing process and basic safety concepts for NPP’’ is scheduled for the week n.15 (2013) in Tunisia for staff from Arab Nuclear Regulators.The one week dedicated Training Course on “Radiation Protection and regulatory emergency preparedness’’ has taken place in Mol – Belgium on March 04-08, 2013 hosted by SCK-CEN in cooperation with ITER, SCK-CEN and SNSA.

The trainees, 14 people, coming from 12 Partner Countries, have attended the course.

A detailed technical questionnaire has been submitted at the end of the course to the trainees to verify the achieved profit.

The details of the activities carried out during the course (lectures/presentations and practical application) are summarized in the minutes.

PROGRESS MEETING N.2

February 14, 2013 in Paris

 

The dedicated Training Course on “Radiation Protection and regulatory emergency preparedness’’ is scheduled on March 04-08, 2013 hosted by SCK-CEN in Mol – Belgium.The Progress Meeting  n. 2 with the EC has taken place in Paris on February 14, 2013, hosted by ENSTTI, with the objective to present and discuss :

o   the status of implementation of the Project  LOT 1

o   the T&T activity performed up to the end of 2012

o   the activity envisaged in the next reporting period up to middle 2013

o   aspects related to the administrative management

o   achievements and feedback from the activity performed

 

The meeting has confirmed the effective implementation and results of the project activity.

TUTORING COURSE

 “ Regulatory review and oversight of NPP during operation”

 Ljubljana, November 26, 2012 – January 25, 2013

 

Two trainees respectively from the Nuclear Regulatory Authorities of Mexico and Brazil are attending the Tutoring course on “Regulatory review and oversight of NPP during operation‘’ at the Slovenian Nuclear Regulatory Authority(SNSA) for two months from November 26, 2012 to January 25,2013. The trainees, beforehand took part in the Training on “Design safety and safety evaluation for NPP-SAR” hosted by JSI in Slovenia.

TRAINING COURSE

 ‘’Design safety and safety evaluation for NPP SAR’’

 Ljubliana,   November 19 – 23, 2012

 

The dedicated Training Course on “Design safety and safety evaluation for NPP- SAR’’ was scheduled in Ljubljana on November 19 – 23, 2012 hosted by JSI. There were 13 trainees from 10 different partner countries. ITER in cooperation with JSI and SNSA have prepared 26 lectures/presentations, 2 practical applications and the questionnaire at the end of the course. A visit to Krsko NPP included in the training program has given the opportunity to get direct evidence of the onsite activities and presentation of the operational and safety status of the NPP including the results of “stress tests”, performed in 2011, and the follow-up action plan going to be implemented.

TUTORING COURSE

‘’Regulatory licensing  and oversight  for RW and decommissioning activities‘’

Rome,  October 1 – November 30,  2012

 

Two trainees from the Nuclear Regulatory Authorities of Mexico and Ukraine took part in the Tutoring course on ‘’Regulatory licensing and oversight for RW and decommissioning activities‘’ hosted by ISPRA for two months from October 01 to November 30, 2012. The trainees, as preparatory step, were attending the two weeks Training Course organized in Rome in the second half of September 2012.

The program of the two-month tutoring included several activities such as meetings with ISPRA’s personnel and operators, visit some of NPPs and other nuclear facilities and review some technical guides, operator’s documents and national reports, about radioactive wastes and decommissioning, according to the Italian legal approach.

The trainees have appreciated the tutoring program and content which had been prepared by ITER-Consult in cooperation with ISPRA and gave them the opportunity to gain new knowledge and improve their own, exchanging innovative and international experience in the safety principles, technology and research

TRAINING COURSE

‘’Safety evaluation for RW and Decommissioning’’

Rome - September 17-28, 2012

 

The two weeks dedicated Training Course on “ Safety evaluation for RW and Decommissioning ’’ was scheduled in Rome on September 17-28,2012 hosted by ISPRA and ITER. During the two weeks of the training, there were 47 lectures/presentations given by the experts from ITER, ISPRA and Nucleco and 4 practical applications (2 for each week). The first week was dedicated to the Radwaste Management and the second one treated about the Decommissioning. The trainees had to submit two written questionnaires to verify the acknowledge acquired.The team of attending trainees (12 people from Nuclear Regulatory Authority of 9 partner countries) has shown to be very interested, motivated, attentive and demanding.

TRAINING COURSE

’NPP Siting Regulatory Requirements & Licensing”

 Rome -  July 16-20, 2012

 

The dedicated Training Course on “NPP Siting Regulatory Requirements & Licensing” has taken place in Rome on July 16-20, 2012 hosted by ITER and ISPRA.
The lectures, according to the program, were given by experts from ITER, BNRA and ISPRA, involving 11 different lecturers for a total of 26 lectures/presentations and two interactive practical applications.At the end of the course a written questionnaire (27 questions) was submitted to the trainees to check the level of
  profit and effectiveness of the training activity.
The Training was successfully carried out and all participants (11 trainees from 10 different Partner Countries) showed to be satisfied and considered the training very useful for the development of their competence and regulatory capacities.
